Highboro (Romanian: Cetatea de Sus) is a village in Adlibita. The village is famous throughout Adlibita as the only primarily English-speaking settlement. It was first inhabited in 1764, by English colonists. By the third millenium, Highboro was populated 92% by English speakers. The current mayor of Highboro is DimiTalen.

Despite controversy, the government plans to let Highboro keep English as its official language. Highboro is home of the English Community Foundation, the large Adlibitan corporation formed to help the English community in Adlibita. The village also has a famous monument, the Castle of Higher Borough and a website www.highboro.adl.
